On the Samsung
(under data usage) tap USB Utilities
Try turning USB Storage off (connect storage to PC)
Make sure the phone is disconnected when doing this.
When you have disabled Storage try connecting the USB cable to the computer and see if Kies now recognizes the Galaxy

got as far as tap more settings but could not find USB Utilities
Hmm let's try something else
Disconnect the USB cable if connected.
Click Start then Right Click Computer and choose Properties
On the left click Advanced System Settings
Click the Hardware Tab
Click Windows Update Driver Settings
Check the box that says never check for drivers when I connect a device
Press OK then press Apply and OK to exit
Connect the Samsung's USB cable to a different USB port
See if Kies detects it once again
