I would recommend either contacting the seller and asking for a replacement or your money back. The device has a hardware issue that is not allowing it to work properly.

The good news is that eBay has amazing buyer protection for any device or item that you buy. Also, if you wanted to contact Samsung instead of the buyer, they will replace it for you as well since it comes with a 1 year warranty regardless of where you purchase it.
