My Samsung Tab3 8 inch screen does not work properly. It rotates

My Samsung Tab3 8 inch screen does not work properly. It rotates to 3 of the 4 positions. It does not rotate to the upright portrait position. I have tried turning the auto rotate switch on and off, I have done a restart. Nothing fixes the problem. There is no horizontal calibration option in settings.
I downloaded an app for manual rotation and it does respond to the app but only manually. It will not autorotate to this one position.

Can you go to Settings, Manage Applications.

Look under the list ALL (you may need to scroll to it) and locate

Google Services Framework

Tell me when you have located it please.

Press it and press Clear Data.

Once done, hold the power button until the menu shows and choose Power Off.

Then once it is off, power it on and tell me please if you still have the problem.
