Could you tell me who your cell phone provider/carrier is?
You may want to get a new sim card programmed for your line.
I can definitely help you find the best way to do this.
Typically you can go to any O2 retailer to get a new sim card
Or you can also contact customer service over the phone to get a new one sent.
I think that the problem is with the SIM card and not the phone, especially since you have already done a reset.

When you say "Data is working"
you are using cellular data correct?
Not connected to WIFI network?
OK then..also just to be sure...are you using prepaid ?
Maybe is it possible that you still have some data available on your account but no voice minutes?

They can let you know if maybe you have ran out of voice minutes on your account or if you just need a new SIM card.
Did you purchase the phone in a store?
It may be the quickest thing to go in the store and have them look at your account.
