When I plug my phone into the charger it turns on but will

When I plug my phone into the charger it turns on but will not charge.
I have tried various chargers and leads (all Samsung) but to no avail.
I have just bought a new battery - still will not charge.
Please help as I need it for my first Responder duties.

No. Nor with the old battery.
