samsung galaxy s4 got orangina spilt on it on a table
now my phone will not charge
when its turned off and plugged in it will repeatedly vibrate every few seconds and wont charge

Based on your description, I would have to say that unfortunately the water damage to the phone hardware has killed the device.

Otherwise some times there are cell phone repair shops can fix water damaged phones, but it really depends on the extent of the damage.

Sometimes after the phone dries out it may turn back on.

But you want to be sure to leave it unplugged from the charger.
