The talkback feature is turned on. When it is turned on, you have to tap and double tap on the option/menu/item to open it.
Open Applications/Menu Screen. Then double tap on Settings.
You have to use two finger to scroll. Scroll down with two fingers, open Accessibility and turn off TalkBack from there.
Please let me know if that didn't work, so we can continue troubleshooting.

Still doesnt turn off

Go to Settings > Accessbility > TalkBalk and it is set to off there ?

Also, go to Settings > Language & Input > Text to Speech and do you see Driving mode ? If so turn it off.

Then swipe down from the top with two fingers and do you see Car Mode ? If so turn it off.
