Is it Samsung Galaxy S tab?
Have you tried doing a Hard Reset by pressing Home+Volume Up + Power button?
Can you access the menu Factory Default through Settings?
Then take it to any local repair shop, get it dissembled and remove its battery. That will reset it
Dissembling the tab by yourself can damage it so proceed at your own risk. (Moreover some tools will be required which will be available at a local mobile repair shop)
If you want to do it by yourself then you can WATCH THIS VIDEO and follow the steps. Just remove the battery and put it back
