my ewave wine cooler quit working and there was a clicking from the area around the starter relay. would replacing the relay be a good bet to get the cooler running again?

How many wires to you have going to the compressor 2 or 3? If you have 3 wires there will be a starting capacitor.

Also is the compressor getting so hot you cannot touch it?

No do not change them. Uncomfortable to slightly warm is ok but if you cannot hold your hand on it the compressor is either trying to run and building pressure because of a blockage in the capillary tube then shutting off or it is mechanically broken internally and the motor that drives the compressor cannot turn. Its bad.
