I have a Maytag model Gemini model #MER6875BCB flat top. I just replaced the right front element part number W10259005, The connectors were a little diferrent but they all fit. When I turned it on it did not heat up. I also noticed that the ON INDICATOR light stayed on even when the elements were off. Is there a reset that has to be done. I have put old one back in and the outer ring heats up, the centre ring is blown.

There is no reset here as nothing electronic is involved. The element turns on the hot surface light while the burner switch turns on the burner 'on' light. Sounds to me like you also have a bad switch too.
I have put the old one back in and the outer ring heats up, the inner ring has blown so it does not heat up. With the old one back in the On Indicator only lights up when the dial is turned on so this tells me the switch is fine. When I installed the new element it has a slight design change to the connectors as was a manufactures change but the connectors all fit. Is it possible that with the design change that there is a different wireing layout. Is it possible to get a wireing layout for the front element.
There is no diagram. The element is nothing mysterious to wire as you can see where all the connections lead to on the burner- you need to match your wiring accordingly to the new burner. The box-like part on the burner is nothing more than 2 switches and they are in the same arrangement as the new.If you still cannot figure this out take a picture of the old one connected as well as one of the new and I can see what you do. These burners appear to be exactly the same- it should wire as such too. I cannot see the element side of this but I have no reason to think it is anything different. I can only assume the wires are in the right places, so the issue still points to the switch. Why else would this new burner not heat up? Burner switches need the element to be a certain resistance or they will not cycle, so just because it works on the old one does not mean by default it is good.
So this would be the control switch for that element on the panel.
Yes, unless this new burner is faulty.
