ok and do you hear any clicking sound when you try to turn it ?
ok the problem is either with the spark electrode or the igniter itself that is bad and needs replacement....you will have to unplug the unit and then remove the top of the unit...to gain access to these two parts...after this is done check the spark electrode, if that is not worn out then replace the igniter...If there is a clicking sound when the burner knob is turned on, but the burner being turned on doesn't light, the burner spark problem might be caused by a bad spark electrode....from what you have described it seems the issue is with the igniter as the knob is not even turning
you can also try to take the knob out and first clean everything before try to to replace any part
Yes still I would suggest that you should try to clean the spark electrode first before replacing anything
you can use a long thin piece to clear out the electrode and also try to clean the burners

Unless the knob is just physically jammed up some how, and the spark electrode, and burner gas valve is clean then the igniter should be checked and the part that is bad should be replaced
