Hiya,
If the element has been replaced, and the wiring checked, it only leaves the main control board as the source of the problem.

There's a sensor in the heater (which should have been changed with the heater) that tells the board when the water is hot enough.
If it doesn't signal this, then a fault would be generated.

Does the machine stop with flashing lights/error codes?

dont think so.

OK, then I'd be suspecting the sensor.
If it's faulty and sending the resistance to indicate the temperature is reached, the machine moves on. It won't heat.

If it has been replaced, the fault is with the main control board as this will be telling itself the temperature is ok.
