the water pressure on my ecotec 831 had fallen to 0.5 so i turned both taps and the pressure jumped to 3.3, Now I am scared it is too high. What should I do?

1. Make sure the filling loop is definitely off and

2. Bleed a radiator into a tub to drop the pressure back down to 1.5 bar.

1: By the filling loop, do you mean the grey switches under the boiler that I used to put in water 2) I now have no water at all coming from my hot taps. Is this related? What should I do?

Yes the 2 valves under the noiler

If you are still overpressurised then the boiler may not fire at all until rectified
