OK without the specific model code I will have difficulty helping you, but lets see what we can do, I assume you have power to the appliance and that the clock is set to manual?

there is power, as the top oven has a display. There is no clock display on the appliance

OK are you able to use a multimeter?

OK when you switch the bottom oven on do you have a light that comes on and is it fitted with a fan, if so do either of them light or do you hear the fan spinning?

I can only help you if you give me the information that is requested to allow me to diagnose the fault with your cooker. I can find no user handbook, spare parts are limited to basic items such as cooking elements. I can source a wiring diagram on Monday but only if you can give me the product code which should be on the rating plate starting 44444 on your model. At this point it can be a fan oven element that has blown, a thermal cut~out that has failed or the main selector switch or even the main connector block on the back of the cooker. I am not doubting you for a moment but you state that the oven has no display but the sales brochure indicates that there is a programmer. Online success is totally dependent on you supplying the requested information however vague (you are my eyes, ears and hands) and then a systematic approach to finding the faulty component.
