OK my name is ***** ***** me first start by explaining how these work and then you can understand the next bit, basically you have got a flat tank of oil that is heated by a heating element which subsequently is controlled by a thermostat that you can set at a suitable temperature and has a safety cut out in the arrangement also. As this is blowing the fuse then you have a dead short which can be in the cable (check for broken wires, insulation tears or damage at the plug) in the heating element (which would mean you likely wont be able to get the part or it will be too expensive and replacing it would be easier) or there is a problem with the heat controls. In you situation I would replace the item, give me a minute and I will find you a suitable replacement.

Sorry I forgot that bit, all you have to do is take it down to your local council recycling center and they will take if from you for further processing, there is normally an area to drop off electrical goods.
