When you say "(the pump seems fine)" are you draining it using a program and can see the fact that the water is dispersing from the drain hose, or are you saying that you can just hear the pump operating?

Yes when I put it to pump and rinse it drains water but the stops.

Does it drain all of the water from the drum?
Can you hear any unusual noises as it is attempting to drain?

When you say it fills but does not drain.. It Fills, and does it Wash?

No it doesnt go any further than fill, it doesn't wash & no unusual noises

Since the system doesn't detect a change in the temperature of the water the programmer doesn't progress

If it is not the heater element open circuit then check the resistance of the NTC/Temperature sensor
