Hello, my name is George..

This is normally an indication that the heater relay on the pcb is stuck on... The heat is then being controlled by the thermostat

This does this mean it needs a new pcb board and if so can I fix it myself .Am skilled computer engineer.

I would suggest first doing an earth leakage test on the element... Once that is checked and not found to have a leak, then either change the relay on the pcb or change the pcb...

If the heater has an earth leak, change the heater before changing the pcb.

Changing the pcb is an easy job that you can do yourself if you are competent
