Having put a tray of cup cakes in my Neff oven, the 2 rows at the back over-cook the ones at the front are only half cooked - what is the problem?

It's a Neff built in double oven no. U1744 - there are other numbers but I think this is the model no.

Cakes are meant to be baked without the fan running, but using the conventional setting only... This is the setting that uses the top and bottom elements of the oven only.
