David, as far as I can see, the only way of water escaping when powered but not escaping when not powered is via the hose from the fill valves to the appliance

the water is filling the tank and then completely emptying onto the floor. there is only about 1cm of water left in the tank. i was thinking it may be coming out of a bearing seal or something. it does not seem to be coming from the top of the machine where the fill is.

Ok.. got you.. it is leaking when it is powered up.. I mis-interpreted your query. Then if the water is escaping the tub, the problem has to be from the seal on the agitator shaft, from the pump, or from one of the hoses... Inspect the pump casing for cracks/holes.. What program is the appliance on when this is happening? Have you removed the casing and bypassed the switch to view what is happening?
