Do you get any voltage to the terminals on the stat or the element?

If you have changed the NTC, and your still not getting heat to the element its most likely to be a fault with the PCB, as its not reading the input from the NTC.

Its unusual for Beko's to have a thermal fuse but it may be worth following the the wiring harness from the NTC back to the PCB and PCB to the element, encase there is a regulator or fuse in series which has failed (but its unlikely).
