He was whistling and acting better yesterday, but today he's in a corner at bottom of cage, with head down and eyes shut. No idea how old, but pretty sure at least 20.

Regretfully, his behavior is important but not pathognomonic (specifically indicative) of any one particular disorder and I can't assess the reason for the blood under his wings from here. He needs the attention of an avian vet (www.aav.org) at your earliest convenience. It's important to recognize that once a pet bird acts ill it's already quite ill. This is a protective mechanism because birds acting sick in the wild will be attacked by other birds.
