No acceleration/power as if not enough fuel. I know the turbo

Customer Question

No acceleration/power as if not enough fuel. I know the turbo is working. And sounds like an old York diesel when accelerating (diesel knock). Just found the air filter to be soaking wet owing to cover missing under wheel arch so its been sucking up water. I'm now told this will have ruined the air flow meter. Could this be the reason for no power?
