Well, I would talk to the suspected owners about keeping him inside and getting him neutered. Otherwise I'm sure there's an animal control authority you could speak to.
Well you could trap him yourself and take him to any local rescue/shelter, but they are typically full.
Call beforehand and see if they would take adoptions.
the owners have not seen the tom cat for about 2 months
He should be tested for FeLV/FIV as well to determine if he has either disease. If so that could be spread to other cats.

Is Silky up to date on a feline leukemia vaccine? Does she get tested annually?
