You can setup it using iTunes application from your computer. On your computer, download and install the iTunes application from here : http://www.apple.com/itunes/download/

Then connect the iPhone to your computer and open iTunes. iTunes will activate the iPhone. If iTunes asked you to restore it, then click Restore and follow the onscreen instructions.

Got everything else but its not allowing me to move the button to switvh wifi on.

Unfortunately that indicates a hardware problem, that is the wifi adaptor of your iPhone is failed. You can try restoring or updating your iPhone from iTunes on your computer. This might not work but if this is software related then restoring or updating the iPhone will fix it. Please let me know how it goes.
If you bought it recently then I'd recommend to take it back to the store for an replacement ASAP.
