I have a new pavilion 23-q150na all in one it will not start up.
Message states windows failed to start,hardware or software change might be the cause
insert installation disk and restart your computer.
I do not have a disk. no disk was sent with computer.

Generally New Pcs have recovery partion, from which you can reover your PC.
