Ok, before you accept anything, just to be sure, can you get a hold of a wired keyboard?
Press and hold the power button for 30 seconds so it shuts down completely then let go, wait 2 seconds and power it back on and tell me what you see on the screen.
Anything come up on the screen at all?
What's the full model of the computer?

If so then it's an all in one computer which would mean it's most probably not a screen problem but a hardware issue on the motherboard
It means you either have a bad hard drive or graphics drive, or that the motherboard in general isn't responding and yes you will need to call HP for repair as the problem is physical
Yes of course, you can have the hard drive contents moved from this old computer to the new one - that will need to be done by a technician as they have to open the computer up

I'm not too sure, it depends where you take it and what they end up having to do.A new motherboard is about $200 - $220 plus whatever they charge you to replace it (if that's the problem).If you get warranty with it then you might be better off replacing the damaged component, otherwise go with a new one as they're not too much more expensive.
