Try this: Hold down the power button to turn the laptop off (if it isn't already)
Press the power button again and immediately begin pressing the Esc key about once per second.
You should get a startup menu. One of the options will be to press F11 for Recovery.

sure until it's tried.

The only way to fix this is to boot from a flash drive containing the Windows 10 installation files.
Microsoft has made it fairly easy to create the flash drive here using the Media Creation Tool
If the laptop is unable to get to the built in recovery options this is the way to fix it.
It's sometimes called a thumb or pen drive. It plugs in to a USB port and acts as a storage device.
Here are some examples:
If you have a computer with an internet connection and a flash drive you can
create a Windows 10 installation flash drive and boot from that using the Media Creation Tool here:
Once you boot from the flash drive you'll have a Repair option in addition to the usual Install option.
