what is the name of your email program?
are you able to go to the "settings" part of your email program? so we can change the settings and fix it

in outlook express, can you please go to tools (at top, there must be tools menu)
and then do you see account settings?
there, do you see your email account? if yes, can you select it and press properties. do you see the SERVERS tab at top? (must be the second tab)

please go to servers tab. at bottom, there must be a setting similar to this:
MY SERVER REQUIRES AUTHENTICATION... it is a checkbox that you can "check"
can you check it and press ok

Outlook imposes no such limit. Your ISP does. (this is not a problem with your outlook, it is a problem in your ISP's end) it seems your ISP (talktalk?) set some policies to protect their mail server from excessive use.

you can try to send later, a few hours later. at this time, you can use the "webmail" interface to access your emails and send emails.
