from there select Internet Options
once it open
you would see Browsing history option
select that and delete all temporary browser content
do you have any other browser installed in your computer?
Done that do not think that I have any other browsers installed
please try to access the site hotmail.com

to isolate the problem we need to see if there are any connectivity problem from your machine
can you please open a COMMAND PROMPT
and execute the following command
You can open a command prompt as follows:
press windows button to the bottom left of the screen
in the search window
"command prompt" or cmd.exe would show up select
it would open a BLACK screen with text similar to C:\>
and let me know what you see on the screen

you didnt see the line staring with "Pinging"
if you are getting reply.. i mean if no packets are lost then we are good with connectivity
then probably it is a browser issue

in terms of connectivity there is no problem as you can PING the website
one problem might be with Caching

from how long you are facing this problem?
BT Broadband. As I said before, this problem only emerged yesterday evening, so not long.
please see that following security settings are set in your Internet Explorer
configure your browser to allow cookies, open your browser window, go to "Tools" and select "Internet Options". In the "Security" tab, select a moderate security level for the internet zone.
if it is not set to moderate security level
if it is different value please let me know
one more problem might be with SSL configuration..
for clearing SSL cache
please do the following
To clear the SSL slate: 1. Select "Tools" on your menu bar and open your "Internet Options". 2. Go for the "Content" tab and select "Certificates". 3. Click "Clear SSL Slate" and "OK". 4. You should receive a message to confirm that it has been cleared.
hotmail is a SECURED site, so the problem might be with SSL also

there is no problem from hotmail site side

It says 'Medium-High', and so appears to be the middle option between 'high' and just 'medium'
when installing chrome did you get any option to import setting from Internet Explorer?
No I didn't.
I would need remote access to check the problem.. one last option I have is to try Firefox
