Is it 32 or 64bit windows 7? If your not sure click on start then right click on computer and click on propertiesthe window that opens will say which you have.
Have you recently made any changes on the computer?

no this happened when my laptop lid got closed as I was booting up it went into recovery and the problem started

Click on start and then click on control panel.
Click on uninstall programs.
On the left of the window that opens click on view installed updates.
Are either of these listed KB2820197 and KB2847204?

no none of them are present

Click start and type cmd into the search.
Right click on command prompt in the list and click on run as administrator even if you are one.
A black box should open in that type in this exactly as I have it including all spaces and symbols.

regsvr32.exe /n /i inetcpl.cpl

After that press the enter key on the keyboard.
If it gives you an error give me the exact error including any numbers.
If it completes properly try opening internet explorer again.

The command -Flag /n must be used with /i switch is not valid review command usage

the module inetcpl.cpl failed to load


make sure the binary is stored at the specific path debug it to check for problems with the binary or dependent .Dll files

Ok you said this started after a recovery, what exactly was done?

as the laptop was booting the lid got knocked close upon opening the lid the computer had gon into recover mode

Ok open the cmd box again like you did before.
This time type in this

sfc /scannow

It may ask you about restarting if it does type y and press enter.
Then restart the computer and let the scan run, it should try and detect any problems and attempt to fix them if it does.

Hi id did not work the scan completed but had no effect.

Ok it is possible you have malware on the machine.
Download the free version of malwarebytes here: www.malwarebytes.org

Once installed let it update and then disconnect your internet connection.
Some things will re-create themselves while connected to the internet.

Run a full system scan and when it is finished click on show results.
Put a check mark in everything it found and click on remove near the bottom.

Restart the computer and test it again.
