when you are in bios, look for an option called memory remapping
it looks like that
you need to enable it
8gb in the BIOS and it is set to enabled.
so this is not a windows problem
it is a hardware problem
can you check the memory chips, remove them and insert again
instead of starting windows, everytime open bios and check if it shows 16 gb
when you see 16 gb , start windows
