When you try to open Garmin, do you get any error/message?

Also, what's the security program, e.g. Norton, installed on your system?

Yes I get an error message that my internet connection is being blocked.

Okay. I believe that Norton is causing this issue, as well as the issue you are having with downloading files.

Let's do a clean removal of Norton first, then restart and check if this resolves the issue you are having. If it does, we will go ahead and reinstall Norton without any further issues.

First off, please go to Start > Control Panel > Programs and Features > Uninstall a Program, then uninstall Norton accordingly.

Done that, restart and check if this makes any difference to your issue with Garmin.

Finally, update me on the issue on this question page, so that I can walk you through reinstalling Norton accordingly.

I've gone to start >Control Panel > Programs and Features > Uninstall a Program and then uninstalled Norton. I've restarted and checked if this makes a difference - absolutely none - I still get the same message!

Please try carrying out the following steps on your system now:

Press the Windows key + R (at your keyboard) to bring up the RUN box.

Type services.msc and press ENTER.

In the Services window, scroll down and right-click on the Garmin Core Update Service. Select Properties.

In the Properties window, click on the Log On tab.

Select This account, then type in Network Service in the Account field.

Remove all text from both of the password *****

Click Apply, then click OK on the next three prompts.

Finally, right-click on the Garmin Core Update Service and click Stop - then right-click one more time and click Start.

Does this resolve your issue with opening up the program?
