Right click on the small grey bit and you can enable the bars there by clicking them.
I can also do these steps , and have made a request via Additional Services. This is optional, and if you choose to do this, I can, with your permission, remote into your computer while you watch and do all these steps (and deal with any problems that arise during them) . What do you mean by "the small grey bit"?

At the top of Chrome you have a small grey line where the bar would normally be, this is where you right click Peter.
