What kind of password ***** you required to input? What does the screen say?

This iPhone is currently linked to an id (*****@******.***).sign in with the Apple ID that was used to set up this phone

In that case, you will need to reset the iPhone to factory default settings. That will clear all data on it as well as that Apple ID prompt.

The phone will only get this far and I can not get past this to turn it on

The reset procedure needs to be done on a computer. You will need to connect your iPhone with a cable and start iTunes.

iTunes will detect your iPhone even though the password ***** is still there and will allow you to reset it by clicking on the Restore iPhone... button. Follow the instructions to clear all the data and settings. The latest iOS will be re-installed as well.
