The Kindle we have is registered to my wife Rosemary Hocking and with her eyesight being far from good I (Mr John Hocking husband) would like to be able to have access to the Kindle. Basically to take over control of it if you know what I mean

Mrs Hocking has lost interest in the Kindle so I would like to take over "the account" so we can continue to use it to its max.

I understand but there isn't a way to "take over" an account. If you removed her account from the Kindle and set it up with your own account, you would lose all of her books. Are you okay with that option?

First you will need to create an Amazon account:

Fill out the information for a new account.
After you have the new account:
On the Kindle...
Follow these steps to do a factory reset. After the factory reset, it will prompt you to register the Kindle and you will use your new Amazon account to do so.
