Remove the charger from the Kindle and hold the power button to off for 35 seconds.
Release, then connect the charger and turn on the Kindle and tell me please if you still have the problem.

Still the same

Expert:  Richard replied 2 years ago.
ok, we will have to reset the Kindle
This is going to remove all data and return the kindle to new but there is no way to avoid this. Your books will be there once you register it again. Apps you will need to install.
To do the reset, slide from the top and press more
On the settings screen tap Device
At the very bottom you'll see the option, "Reset to Factory Defaults". Underneath it says, "Removes all personal data from your device."
Perform this, and when it has complete, set up the Kindle again, download an app and tell me please if it now functions correctly
Let me know the results please
