This is usually an issue with the Firmware, so I would first like you to do this please.
Remove the charger from the Acer and hold the power button to off for 60 seconds.
Release, then connect the charger and try to turn on the Acer and use it.

Hi again,

I can switch the pad on to home page, and unlock it and say press say BBC News icon twice.

A verbal message tells me what I have done, It wont let me swipe to the next page but just tells me what the text is that I have just swiped over

The pad is some 12 months old and has not been a problem.

When I say "stuck in tutorial" it may be something else?

Every time I touch the screen, "the voice" will tell me what I have just done.

If I go into say Candy Crush Soda, the icons wont slide into the position you want them?

ok, may be talkback
goto settings from the home screen and using two fingers you can scroll down to "accessibility" double tap it to open it, scroll down to "talk back" double tap it and double tap the toggle off.
