This is usually an issue with the Firmware, so I would first like you to do this please.
Remove the charger from the tablet and hold the power button to off for 35 seconds.
Release, then connect the charger and try to turn on the tablet.

The tablet is locked so we will need to try to reset the tablet Brian. This is going to remove all data from the Tablet and return it to new, but this cannot be avoided.
To do the reset, hold the power button down on the Tablet until it turns off.
Then hold the power and volume UP button together until you see the Sony Logo, then release.
you will get to a menu, use the volume to select reset to factory settings, then power to select.
Let the reset run and when it has, set up the Tablet again like you did when you first received it and it should now function again

You were able to do my instructions and you got to the menu and choose to reset the Tablet?

I did not get a menu maybe i did not do you instructions right

No you did not sorry Brian, you have to do my complete instructions please, else it will not work.
I will repeat them below and have also included a video that shows you someone doing these.

I g the menu up but when i pressed power the key pad came up again

It is the internal memory that has faulted.
A corrupted firmware can cause this. But we have ruled this out by trying to reinstall it. The fact that we cannot get to the recovery window, confirms it is the memory that shorts out, and causes the device to stall.
I am really sorry about this and you are going to have to return the tablet to have it replaced. It is a known problem, so it will be covered by the warranty if this has not expired, and the replacement will be done at no cost to you.
