I want to warn you that it is possible you will need to replace a part in order to fix this. Hi, I'll be taking over for Freddy. Can you give me the make and model of the computer, as well as the monitor? I've seen this problem with Windows 8, it usually is the result of a corrupt, incorrect, or buggy video driver.

Alright, so since 10 is still pretty new, understand that it might be due to a bug in the drivers provided for your video card in which case the only fix would be to wait until Dell releases a new version. However, we can still rule some things out, but to do that I was wondering if you would be interested in a quote for a remote assistance session which will let me connect to your system and work on this while you watch (you can override control at any time).
