my computer starts up ok but when I click on something (anything) I just got blue spinning circle

Can you click on Start->All Programs->Accessories, then right-click on Command Prompt and click on Run as administrator.
Does that open?

Power off the computer, then power it on and keep tapping F8 until you get to a menu.
Choose Advance Boot Options, then Last Known Good Configuration.
Tell me if it then starts and functions correctly please.

until the menu comes up, you do it as soon as the computer starts until it shows, it will show (if this is windows 7 which you initially indicated it was)

got a menu but not that option unless its enable boot logging?

ok, you will then see Advanced Boot Options screen so select that then use the arrow keys to highlight Last Known Good Configuration (advanced), and then press Enter.

screen has changed but it appears to be letting me click on things
it has allowed me to empty recycle bin shall I try to access internet now?

No, it wont work in safe mode.
Click Start, type in MSCONFIG and press enter.
Click on the Startup Tab and click Disable All.
Click on the Services Tab and click "Hide All Microsoft Services"
Then click Disable All
Click ok, restart and let me know if the computer now operates correctly please
