Whiteheads are from clogged pores. The best treatment for this would be a Retinoid and salicylic acid. There are some decent over the counter Retinoids. I would recommend Roc Retinol Correxion Deep Wrinkle Night Cream ( I realize this is advertised for wrinkles, but Retinol is primarily for acne, but helps prevent wrinkles too) or Retriderm. I would also advise the use of Cerave SA moisturizing cream. Use the later in the morning.
I would advise you to consult with an aesthetician who can perform deep pore cleanser followed by extractions.
