How do i cure a 15 yr olds lips which are constantly chapped and white.....we have tried every cream possible.

He has tried vitamin e....cream from gp....beeswax based creams . ...every lip balm but still have a white ish film on skin the next day.....would ghee work as some say it does

are they painful?

Right now they feel tender as i have bitten the skin off and when it is growing back and it is wet it becomes white and very moist (very unsightly). When they are dry they become very hard and almost hang off of my lips to the point it becomes very irritating and unsightly.
