I have a Canon MG3550 printer in error state. It has a green light next to power button and a green light next to 4 x 6 photo paper.

I only get the error message if I try to print from computer.

Can you remove the power from the printer and wait 10 minutes
Power off the computer
Then power on the printer and wait 5 minutes
Power on the computer and try to print

Just the same. Why do I have the green light on the

"4 x 6 Photo Paper ".

It believes is set to that paper.
If you go to Start, devices and printers and right click on the printer and select printer properties
Then select to print a test page.
Does it print there?

No It says printer in error state

ok, right click on the printer there and select remove
Then restart the computer and install the printer again
Tell me please if after installing it, you can now print to it.

Now my comp/network says cannot find printer.It seems no power except the two green lights on top. Otherwise its completely dead.

It is the internal mainboard that has faulted. This is why you have the initial symptoms and why we cannot even install it now.
I am really sorry about this and you are going to have to return the printer to have it replaced. It will be covered by the warranty if this has not expired, and the replacement will be done at no cost to you.
