Baby oil would be safe to try, but may not help that much.
There are products made especially for dogs that might be more helpful.
Oatmeal shampoos can help relieve itching, without drying the skin.
There are a number of leave on cream rinses made specifically to moisturize dogs' skin, like Humilac.
Adding fish oil ( source of Omega 3 essential fatty acids) and vitamin E to his diet may help with dry skin.
could I get humilac from a pet shop or is it vets only item
we are adding cod liver oil to his food
You can find it at a vet office, but I am sure you can find it online, or something similar to it at at pet shop.
Cod liver oil is not a good source of Omega 3s. Not as good as sardine or anchovy or salmon oil.
There is a product called Allerderm, that is applied topically, and helps to build the natural "epidermal barrier" on skin and helps many dogs with allergies and itchy skin.
