Can you explain in what way your female is tormenting your male?
What is she and he doing?
When in June was she in heat?
Is he intact?
If so, are you sure she isn't pregnant?

she is sticking her bum in her face and standing when he goes on top of her. she was in heat from the 7th of june till the 21st.yes he still has his bits. no she has no signs at all

Hi again,
There could be a couple of things going on. If she has the smell of blood around her rear, it will trigger a male dog to try and mate in many cases. Some experienced studs won't attempt to mate until a female is in the right stage of heat, but many just mount with the smell of blood regardless of the cause. There can be a blood odor with an anal gland issue, uterine infection, urinary tract infection or even vaginal infection where the tissue has been irritated enough to cause some bleeding. However, the female usually is not receptive to mating in a lot of these cases.
I would think that my female was experiencing an abnormal heat cycle and one that was most likely a split heat. In a split cycle a dog can start the heat cycle but not cycle all the way through only to have it start back up weeks or months later where she completes the heat cycle. But there are several ways in which the heat cycle can be abnormal. Let me give you a site that goes over these conditions in detail.
Dogs can become pregnant in a split heat situation, so you do want to think about that as well. I hope this information is helpful to you and you are satisfied with my response.
