Hi, my name is Randy. I will assist you with your Nexus 7.
Please try this>
  1. If your tablet is on, power it off.
  2. Press and hold Power until the device powers on, then immediately press and hold Volume Down (while still pressing Power). You will see the word Start with an arrow drawn around it.
  3. Press Volume Down twice to designate Recovery mode.
  4. Press Power to restart into Recovery mode. You will see an image of an Android robot with a red exclamation mark.
  5. While holding down Power, press Volume Up.
  6. Use the volume keys to scroll to "wipe data/factory reset" and press Power to select it.
  7. Scroll down to "Yes - erase all user data" and press Power to select it.

I'm still just getting the Google logo when I press the power button on recovery mode?

Expert:  *ElectronicsTech replied 3 years ago.
okay, try this method please , hold the power button for 10 seconds - when the screen goes black, quickly hold the volume down button until you're in fast boot mode. Then hit the volume up button twice to recovery mode and press the power button to select. Now hold the volume up and power buttons together for 3 seconds and promptly release the buttons - use the volume buttons to toggle from then on.

That's what we've been doing same thing happen

Expert:  *ElectronicsTech replied 3 years ago.
okay, lets try connecting it to a computer and then see if it will restore 1. Turn off the tablet, then connect it via USB cable to your computer.
2. Press and hold the Volume Up, Volume Down, and the Power Button at the same time for about three to four seconds to turn the device on, if done correctly you’ll see an Android lying on its back (this may prompt a driver installation on your computer, >> let that driver install)
3. Use the volume buttons to navigate to the Recovery Mode option, and press the Power Button to confirm your choice
4. The device will restart, and after a few minutes the device should boot to a screen showing an Android with a red triangle, press and hold the Power Button and Volume Up on this screen
5. If you’re trying to wipe the device for a Hard Reset, then use the volume buttons to navigate to Wipe Data / Factory Reset and press the Power Button to confirm your choice
6. Use the volume buttons to navigate to Yes and press the Power Button to confirm your choice"
