40 ins Samsung tv has black and white lines going across picture ,picture ghosting top to bottom ,quarter of screen from bottom normal.

Sorry to hear that, this kind of problem occurs due to internal failure of display panel (the screen) and entire screen will be replaced to resolve the issue but it would not be feasible repair because the display panel would cost more than new TV price of same size if it is still available with Samsung parts. You would be better off with a new TV instead of spending money on this old one.
