Has the camera worked ok before today? the message turn the power off and on again usually appears when the camera has a system fault.
Does the camera have a lens that comes out when powered on?
I would suggest removing the battery from the camera for a minute and then trying the camera again. Removing the battery should cause the camera to reset.

The camera is brand new, appears to function correctly except for this problem. It is the first thing to be done after putting the batteries in , according to the instruction manual supplied with the camera. It is possible to set the language, the geographic location and the date and time format, but then it is not possible to insert the current date and time. I have tried removing and replacing the batteries (supplied with the camera) to no effect.

I am sorry but I cannot find any reason as to why you cannot set time and date.
I would suggest you contact Sony normally if the camera asks to turn off and back on it is a system error and most of the time it is caused by a lens fault.
Are you able to zoom ok to take photographs?
AS the camera is new you could take it back and get a replacement.
