I tried clearing a paper jam and my HP7410 all in one

Can do - the wifi button on the printer isn't lit, nor is the power light - is this doable in such circumstances?

Just follow the steps I am providing

Unplug the power cord from the back of the printer and also from the power source.

Okay. Now take one end the power cord and connect it to the power outlet on the wall directly BUT LEAVE THE OTHER END OF IT UNPLUGGED (The one which is connected to the back of the printer.)

While the cord to the back of the printer is still unplug, hold the # and 6 from the keypad on the printer.

While holding # ***** six, reconnect the power cord to the back of the printer and after 2 seconds release # ***** six.

Wait for 5 seconds for printer to turn on. If the printer won't turn on, try to press the power button.
