Please specify the model details of your TV and how old is it.
On your remote, press HOME.
Press the Navigation buttons to scroll to PICTURE and press OK.
You will see some options, go to SCREEN and then press RESET. Now check if the issue is still there or not.
Do you see Picture Mode?
Scroll Down on this screen and check the last option. Is it Picture Reset?
And below that, check SCREEN is listed or not.
Press OK to select Picture Reset.
Press Home again, Then under Settings, select OPTION.
Press OK for FACTORY DEFAULTS.
Then this is some hardware issue else it would have been corrected by the factory reset.
This can be due to either blown capacitor or due to some fault in the power board. If it is the capacitor, then it would cost you around £30 and if the issue is in the pcb board then it would be little bit expensive. As your TV is not covered under warranty now so you can contact any local repair shop. This fault needs the dissembling of the Tv to find which component has actually gone bad.

You are getting similar issues even when you are playing from external storage device?
Then this is the fault which I earlier told you. You will need to take it for repair and the exact fault can only be detected after dissembling the Tv. Most probably this is power board fault. This fault is due the failure of horizontal synchronization signals which is most probably caused by failures of capacitors in the power supply or horizontal synchronizing generator.
You will need to get the main board replaced.
